TimePage: Change to Visibility property for RadioButton controls?

In general, if a setting is impossible, it's best to hide it all together. On the TimePage, we have a RadioButton with AmbientLightSensorAvailable. I think we should hide this control if not available. Then we don't need the icon, and we can revert to the <RadioButtons> parent control.

Same for the new option that Chen introduces in 1238.

There are two philosophy I think:

1. You hide the options that aren't available on this device, so user don't get irritated.
2. You show the options that aren't available on this device, so the user knows what he can expect from Auto Dark Mode on this secondary device, like a notebook.

Current behavior in Auto Dark Mode:

• Ambient Light option is always visible.
• Dark Mode always on battery is hidden on devices without battery.
