feat(event): add spring loading behavior

Summary

• Add SpringLoadingBehavior, its view modifier, and its environment value.
• Add spring-loaded interaction callbacks and highlight states through the UIFrameworks SPI.
• Apply activation settings, refresh callbacks and child responders, and expose spring-loading capability to the host.

Validation

Scoped compilation and public/SPI interface checks passed.
