Fix: Field not getting disabled in dynamic textbox - SB Form

Hi @pallakartheekreddy , @HarishGangula
I found that the field was not getting disabled in the dynamic textbox in Sunbird Form.
The issue was due to Angular's behavior of removing the value of disabled fields from the form object.

Solution
Used formControlRef.disable({ emitEvent: false }) to fix the issue.

Request:
Once merged, please publish a new version of the npm package.

Steps to Build and Publish New Version (8.0.3):

1. Run the build command:
   npm run build-lib
2. Select web
3. Enter Library name - @project-sunbird/common-form-elements-full
4. Update the version in package.json to 8.0.3
   (Current version is 8.0.2 - Check here)
5. Navigate to the dist folder:
   cd dist/common-form-elements
6. Publish the package:
   npm publish

We need fields in the SB Form to be disabled in the Course and Questionset Form when the reviewer reviews the content.
However, after the Angular upgrade in SB Form, it is not getting disabled when we set the config editable: false for input fields.
This used to work earlier. The above PR has a fix for it.
Could you please have a look at it and publish a new version of SB Form after merging the PR?

Please pull the latest code from the 8.0.0_v16 branch and run npm i

I found that this issue is occurring for all fields in SB Form, and similar changes might be needed for all components.
I wanted to check if any development or fix is happening in Sunbird where this issue can be addressed?
