ci: bump js-yaml and devvit in /devvit

Removes [js-yaml](https://github.com/nodeca/js-yaml). It's no longer used after updating ancestor dependency devvit. These dependencies need to be updated together.


Removes `js-yaml`

Updates `devvit` from 0.13.5 to 1.0.0
