Release stable version 1.1.9

This issue has been opened to track the release of Cloudbase-Init version 1.1.9.
Supported Python versions: 3.12, 3.13, 3.14.
Windows installer Python version: 3.13.13.

To dos:

• Bump to 1.1.10
• Push tag on github
• Push pypi release
• Create the Windows installers
• Update the stable Windows installers link to point to latest stable installers
• Create Github release

I hope you will use the latest available Python version, when you release V1.1.9. I think it's 3.14.6 in the meanwhile.
I need latest Python versions bc of OpenSSL vulnerabilities there, which our company vuln scan tool detects.

@daveatsbb there were some recent updates to the installer project and now it ll be way easier to update the python versions: https://github.com/cloudbase/cloudbase-init-installer. The latest MSI already has the 3.14.6, can you please give it a try?
