SymbolUploader - handle embedded PDBs #143

Extract embedded PDBs, convert them to Windows PDBs and publish Windows PDBs to symbol server.
The Portable PDBs do not need to be published.
This is only needed so that Windows PDBs are available to tools that do not support Embedded PDBs yet.
