Windows support

It would be great if this crate could have Windows support too.
Right now, when trying to link the crate, it is not possible, because libstdc++.lib is missing.

Unfortunately I haven't a windows installed to find a proper solution.
I temporarily disabled windows builds in CI. If you know how to get it work PRs are welcome.

The main problem is MSVC does not support C++11
