[RI-19] Expose standard workload settings in the CCM Helm chart #302

The CCM Helm chart exposes only replica count and image settings. Resource requests are hard-coded, no limits can be configured, tolerations are fixed, and there are no values for node selection, affinity, or additional command arguments.

Add conventional chart values for resource requirements, nodeSelector, tolerations, affinity, and extra arguments while preserving the current defaults. This allows the system-critical CCM workload to comply with cluster admission, resource-governance, and placement policies without post-render patches or a chart fork.
