feat(ui): redesign compact service hub

Summary

• keep the focused tab-and-panel layout, but rebuild its visual hierarchy for faster scanning on desktop and mobile
• show OS, browser, and device as an always-visible client context bar at the top
• present all five live service states in compact responsive tiles, with a stronger active-service panel and launch action
• retain honest checking, online, unreachable, and unknown semantics plus browser-local latency and history
• keep Muse status-only, all existing service URLs and health endpoints, stable localStorage keys, and the static deployment model
• update EN/PL copy, themes, focus states, responsive behavior, and README

Risk / rollback

The change is limited to static HTML/CSS/JavaScript and README. Service URLs, health endpoints, localStorage keys, status history format, and deployment flow are unchanged. Revert this PR to restore the previous UI.
