PHP blocks bot requests with HTTP 403 but returns a different message from the other agents. Return the shared bot-blocking message and update the two existing test assertions.
Validation: request-processor unit tests (
go test ./...), shared-library build, and the existingtest_user_agent_blockedHTTP test passed locally (403 → 200 → 403). The old response was reproduced with the released 1.5.30 package before testing the fix.
