[BUG] HiDPI Scroll Jittering #988

Description

When I have a scaling factor applied in my OS settings (i.e. the 125% default for my laptop) and am using my trackpad to scroll, the contents of the scroll panes will become jittery and the icons will distort.

Steps to Reproduce

1. Change OS settings to introduce some non-round screen scaling factor (i.e. 125%)
2. Open LEGUP and load a puzzle
3. Scroll down the rules scroll pane with a smooth input (trackpad or touchscreen)
4. Observe how the button borders and text jitter, and how the icons distort

Expected Behavior

I expect the contents of the scroll panes to look sharp and smooth with trackpad input on any screen scaling factor.
