Upgrade the root dotenv dependency from 17.4.2 to 18.0.6 while preserving all unrelated workspace resolutions. The original generated lockfile also changed Vue, TypeScript, vue-i18n and reka-ui; follow-up b1bfa8d removes that unrelated churn without rewriting history.
The final diff against main bc50511 contains only package.json and pnpm-lock.yaml, 7 insertions and 6 deletions: dotenv specifier, resolution, package integrity, CLI metadata and snapshot. Both specification and standards reviews approve this exact two-file diff; whitespace validation passed. Runtime source search found no direct dotenv imports in tracked repository code; this does not prove external consumers are unaffected.
Remote verification at b1bfa8d passed: pnpm11.25.0 frozen installation of all19 workspace projects (1002 packages, 108.5 seconds), including1113 lock-entry supply-chain policy checks; dotenv18 module loading, quoted/comment parsing, populate override false/true, and CLI executable metadata assertions. Package and lock files remained unchanged after installation. Lifecycle scripts were deliberately disabled; no frontend application runtime or full test claim is made.
Exact-head CI38112184305 completed SUCCESS. Frontend/backend/contract/Docker jobs remain skipped for this root dependency path; remote frozen installation and focused behavior checks provide the additional evidence for the actual upgrade. This dependency PR does not claim Agent formal acceptance or replace the Draft status of PR231/260.
