Propagated U02 stack (current head 7efe2dc). This PR now carries the reviewed safeguards from its descendants: direct submission clarification with independent authorized actions, trusted evidence projection and disjoint judging behavior, shared refusal/corpus/source bindings, coherent judge receipts, strict prior-five observations, and immutable retained V7–V12 accounting. The complete stack has 23 Agent/documentation files; no Java, dependency or U03 database slice is introduced.
Both independent combined-stack reviews APPROVE source 0b511a3. Fetched current-head tree comparison exits0 against that source; exact-source CI38110221731 completed SUCCESS including Agent and ci-ok, and359 related remote tests passed. This is reused identical-tree validation, not a new CI run on this merge head. Current-head check contexts and workflow runs were inspected; no applicable pending/failed gate is bypassed.
Engineering merge does not establish formal U02/U03/U04 acceptance or authorize period creation/activation, reset, unknown-liability release or paid retries. V12 remains permanently halted; main PR231 remains Draft.
Preserved historical PR evidence:
Bind the immutable V10 acceptance package to the actual sealed V9 period and its historical liabilities. Recursive validation pins the previous identity, SQLite ledger, binding and guard, and requires halted, settled accounting with intact receipts.
Validation on c4fe4e4: remote test-first failures followed by 216 focused tests passing; both review axes approve. CI 38038302550 completed successfully on this exact head. Thirty historical fingerprints were read back and verified before activation.
Subsequent actual V10 evaluation completed source analysis, three citation probes and two independent 20-case development passes, totaling 84 settled calls and 21,564 microUSD usage. The development passes matched behavior on 19/20 and 20/20 cases respectively, so formal U02 acceptance was not issued. Original answers and verdicts remain preserved; V10 was permanently halted without refilling or releasing either historical unknown liability. Judging-contract correction is tracked in #254 and its independent immutable history binding in #255. No U03/U04 success is claimed.
