The development judge's behavior descriptions overlapped: a cited explanation saying a code line cannot be identified could be classified as cite, no_evidence or refuse, although the artifact requires a single label.
Define explicit precedence refuse > clarify > no_evidence > cite and exclude higher-priority behaviors from each lower category. A citation never overrides refusal, clarification or insufficient evidence. Include a cited-refusal example and regression through the existing public evaluator; preserve its answer, citation/support/completion and returned refusal label. Existing mismatch recording remains unchanged: labels are never rewritten to match expected behavior.
Addresses PR #254 thread PRRT_kwDORHwl-s6rC0ri. Update canonical documentation and its bound corpus version. Depends on PR #263.
Validation at 9aa2d69:
No live-model compliance, paid calls or formal U02/U03/U04 acceptance is claimed. This changes the prompt contract and deterministic round-trip coverage; real classification evidence remains required. Remote wrapper line-ending normalization is unrelated and preserved.
