Tools added by Fabric mods have messed up harvest levels when Kilt installed. #994

Expected Behavior

Tools add by Fabric mods that are not supposed to be able to harvest at the level of Netherite tools will not harvest at the level of Netherite tools but only their intended level.

Actual Behavior

Tools add by Fabric mods that are not supposed to be able to harvest at the level of Netherite tools can break blocks that require Netherite harvest level tools and get the proper drops despite the fact that they aren't supposed to be able to. Multiple of these tools still cannot mine blocks that need iron or diamond, yet can mine blocks that need Netherite.

Reproduction Steps

1. Place any block that has a Netherite harvest level. (Example Unobtanium Ore from Mythic Metals)
2. Give yourself any pickaxe that should not have a Netherite harvest level. (Example Copper Pickaxe from Mythic Metals or Copper Age Backport)
3. Attempt to mine the block, you will end up getting the drops you would get with a Netherite pickaxe.

Additional information

I have tried this with different combinations of mods adding tools and mods that add blocks that require netherite, the only common thread is Kilt.
