Adds the tpcpoint and tpcpatch temporal types (Temporal<Pcpoint> and Temporal<Pcpatch>, stored as BLOBs) with their pgPointCloud value types, text input/output, casts, and scalar surfaces. Wired into the build and registered in the extension loader.

Registers the pointcloud family: the tpcpoint and tpcpatch temporal types (Temporal and Temporal, stored as BLOBs) with their pgPointCloud value types, text input/output, casts, and scalar surfaces. Wired into the build and registered in the extension loader.
Second family of the MobilityDuck completion (pointcloud, 66 addressable names). POINTCLOUD already builds on main via the vcpkg -DALL portfile (pgPointCloud libpc from lib/*.c, no pg_config). A follow-up moves the scalar surface to the catalog generator.
