This commit modernizes the project's configuration to align with current Python packaging standards and clarifies development environment requirements.

The pyproject.toml is migrated to use the [project] table for metadata, as specified in PEP 621. This replaces the legacy [tool.poetry] section for core project details and improves compatibility with a wider range of packaging tools. Dependency specifiers have also been updated to the standard PEP 508 format.

CONTRIBUTER BREAKING CHANGE: Development now requires Poetry version 2.2 or greater. This is necessary to support the dependency group format used for managing test, lint, and documentation dependencies.
