No massive sweep PRs: split mechanical rollouts into minimal batches #4708
Ezra, 2026-10-23, on pds#244, a split of 61 subfiles touching 624 files: "don't allow massive sweep PRs like this anymore; do them in minimal batches."
Rule to add as an agent rule and, ideally, a mechanism (per the rules-as-mechanisms directive):
A mechanical rollout across many files opens in minimal batches, about four files or one chapter per PR.
The next batch opens after the previous one merges, which also limits private-repo Actions minutes.
A PR-size check in gha (changed files over a threshold, with an opt-out label) would enforce it; tracked as a follow-up here.
Applied first to the one-div-per-subfile rollout (gha#1176): pds#244 now holds four files.
