Summary
This PR generates a new test for a full subsystem API. The objective of the test is to verify every subsystem function completes its functionality. Most existing subsystem builder testing verifies syntax intake, but not full funtionality.
The API test utilizes a 'FullSubsystemBuilder' that utilizes dummy variables for all subsystem builder functionality. This builder is added to the test_dummy_subsystem.py file.
