Align Dependabot with monthly maintenance policy - #58

Routine Dependabot updates currently run weekly and use inconsistent grouping. This change adopts the shared
dependabot-monthly-v1maintenance window to reduce routine notification and CI churn without delaying security updates or hiding major upgrades.Both existing scopes (
devcontainers/andgithub-actions/) now use the first-of-month 09:00Pacific/Aucklandschedule, three-day cooldown, canonical separate minor/patch and event-driven security groups, explicit PR limits,depsprefixes, canonical labels, and automatic rebasing. Added the missing labels while preserving the legacy label, and documented the schedule and manual-check escape hatch.Validated against the Dependabot v2 schema and exact structural assertions for all configured entries, including representative minor, patch, major, and security matching. Repository vulnerability alerts and automated security fixes are enabled. Runtime confirmation of the next run and observed PR grouping remains pending until the change is on the default branch.
