Goalkeeper should stay penalized until the end of the trial when committing a foul during penalty shootout

Currently the penalty is only 30 seconds in any case, this should be changed, making sure that the penalty is not reset when state changes from SET to PLAYING.

This is currently solved in a hacky way by just increasing the penalty time of the goalkeeper. After the tournament, this hotfix should be implemented in a proper way, ensuring that the penalty is just not released once the time is over.

This is still relevant for the new GameController!
Maybe make the unpenalize action illegal that starts the timer, so that the serving period never starts? (i.e. in hl_unpen.rs/is_legal, check if !(c.game.phase == Phase::PenaltyShootout && c.game.state == State::Playing && c.game.kicking_team.is_none_or(|side| != self.side))) (I haven't fully thought this through yet)

I did something in ab22c4a. I'm not sure if this is the problem mentioned here, because it doesn't persist when changing from SET to PLAYING. However, I'm not sure which penalty there would be in SET either.
