Couldn't find: options-default.txt if path contains accented characters

On Windows 10 OpenTESArena was unzipped in a folder that contains accented characters. Running otesa.exe fails as it can't find options-default.txt. Changing the letters fixed the problems.
Example: Folder called Játékok (Games in hungarian) produces the message:
[utilities/KeyValueFile.cpp(149)] Error: Could not find "D:/J├ít├ękok/opentesarena-0.15.0-windows_x86-64/options/options-default.txt".

Setting std::locale and using wstrings, wifstream should solve the problem.

Thanks for finding this. I'm not trying to handle anything beyond ASCII yet, but doing UTF-8 properly in the future is a goal.
