docs: move gas policy Admin APIs under Tools (option A: sidebar links only)

Summary

• Moves Gas Policy Admin API endpoints from Wallets → API Reference into Tools → Admin API → Gas Policies.
• Wallets keeps only sidebar link: entries (API Reference and Sponsor gas) pointing at the Admin API. The policy-management hub is removed from the wallets nav and redirected.
• Retargets prose that previously pointed at the hub so it goes straight to Admin API endpoints.

This is option A of four IA variants (recommended, A, B, E). Lightest wallets footprint: no hub page, sidebar links only.

Test plan

• Confirm Tools → Admin API shows a Gas Policies section
• Confirm Wallets API Reference links out to /docs/admin-api/gas-policies/create-policy
• Confirm Sponsor gas has a "Manage policies via API" sidebar link to the Admin API
• Confirm Low-level infra → Policy Management is gone from the wallets sidebar
• Confirm /docs/wallets/low-level-infra/gas-manager/policy-management/api-endpoints redirects to Create Policy
• Confirm old wallets Admin API endpoint URLs redirect to /docs/admin-api/gas-policies/:method
