This PR refactors the CI/CD workflow structure and adds a defensive null check to thread lifecycle processing. The Docker workflow has been reorganized into a reusable workflow pattern with automatic versioning.
- Converted monolithic Docker workflow into a modular CI workflow with separate auto-tagging and Docker build jobs
