Follow-up tune to WWT-134. Reduces the Docker Hub version-check cache TTL from 10 min to 1 min so a newly-published release surfaces the About page's "Update available" button within ~1–2 min (aligned with the existing 60s frontend poll) instead of up to ~10.

Tradeoff: more frequent Docker Hub checks while the About page is open. If a long-open About page ever trips Docker Hub's anonymous pull rate limit, the check degrades gracefully to the last-known version (the cache keeps the last good value) — raise the TTL again if that becomes an issue.

No test changes needed — the cache tests pass explicit TTLs. go test ./web, vet, build pass.
