Update `overlay_server_persistent_state` test to verify that persistent state with parts is loading correctly

Scope

• Use the test persistent state with parts from tycho/core/tests/data/persistent_states/50-with-parts.
• Save it to storage in the test, then verify that find_persistent_state returns parts info.
• Validate the downloading of persistent state parts.
