Spec link is invalid / broken

Note! This is a copy of the standard. Any discrepencies should be resolved in favour of the Google Doc.

Clicking the "the standard" link gives this:

Is this site now the primary source of truth for the spec or is there another?

This is related to mozilla/source-map#421, which has a proposed resolution of pointing back to https://sourcemaps.info/spec.html in PR mozilla/source-map#425.

PS. discrepancies is also mispelled as discrepencies. Fixed in #5.

I also updated https://wiki.developer.mozilla.org/en-US/docs/Web/HTTP/Headers/SourceMap to point to https://sourcemaps.info/spec.html rather than the broken Google Doc.
