The pytest workflow targets
ubuntu-20.04, which GitHub has retired, so runs queue indefinitely (e.g. the #65 runs). This moves it toubuntu-latestand updates the actions tocheckout@v5/setup-python@v6. The matrix becomes 3.10/3.11, because tensorflow 2.15 has no 3.8 wheels. The workflow now also runs on pull requests and onpyproject.tomlchanges.Supersedes #55.
