Update published API rate limits

• update the published OpenAPI reference for the new 60 requests per 60 seconds check-results limit
• correct the audited heartbeat analytics limit to 30/60s
• correct the audited dashboard retrieval limit to 20/20s

• git diff --check passed
• all explicit published rate-limit values were compared with backend route configuration
• the resulting published values match the monorepo OpenAPI snapshot exactly
• Mint OpenAPI validation could not run locally because its dependency install refused ignored native build scripts; CI should run the docs validation
