ci(coderabbit): let a screen the PR adds pass with only an after - #1245
The verify skill tells authors to leave out --before for something new, because it has no before. But the Device evidence check fails evidence that "has no before", and AGENTS.md asks for a before of every screen a change touches. So a PR that adds a screen and follows the skill can fail the check.
This changes the check and AGENTS.md to say that a screen that doesn't exist on the base branch has no before, so it needs only an after of each of its states. A screen that already exists still needs both. A local patch for a new screen only has to be on the after build.
Whether the exemption is too loose. A reviewer now has to tell a new screen from a changed one, using the diff.
Testing
Config and docs only. The file parses, and the check's instructions hold the new line. CodeRabbit's result on it can only be seen on a later PR that adds a screen.
Risk
Low: no SDK code. .coderabbit.yaml and AGENTS.md are in .github/protected-paths, so this needs a Team Mobile approval. The worst case is that a changed screen is described as new and gets through with no before.
The verify skill says something new has no before, but the device evidence check
failed evidence with no before, so following the skill could fail the check.

The PR updates emulator evidence requirements. Screens on the base branch require before-and-after evidence. New screens require only after evidence. The guidance specifies how to use and report temporary local patches for unreachable states. It also requires each before-and-after evidence pair to appear side by side in a table.
clerk/clerk-android#1242: Changes the same Device evidence check and defines how a before build without the PR's app changes is classified under the local-patch rules.

Future UI changes adding states can be blocked by an impossible evidence requirement, and this protected configuration change still needs Team Mobile approval before merge.

Device Evidence
PASS. The pull request changes only .coderabbit.yaml and AGENTS.md. It does not change any file under source/api/, source/ui/, or e2e/, so the check's path-based PASS condition applies.
Full details: Docstring Coverage
Explanation
No eligible functions found in the changed files. Skipping docstring coverage check. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 0 functions across 0 files. (1 skipped: 1 unsupported.)
Full details: Testing, Risk, And Revert
Explanation
The PR description includes all three required sections. Testing states that the change is limited to configuration and documentation and describes the validation. Risk states that the risk is low because no SDK code changes. How to revert states that a plain revert is sufficient.

This pull request changes files listed in .github/protected-paths, so it needs an approval from another Team Mobile member before it can merge. CodeRabbit's approval isn't enough for these files.

- Line 31: Update the evidence criteria in the configuration so existing screens
touched by the diff require before-and-after evidence, while screens added by

added-screen exception and revise the failure examples to reflect these distinct
evidence requirements and the layout specified in condition (a).

- Line 26: Update the “new screen” exception in AGENTS.md to apply only when the

absence from the diff before omitting before evidence.

The exception conflicted with the failure examples and the rule that a patch is on
both builds. Those now apply to a screen that exists on the base branch.

Loaded from YAML, the check now exempts a new screen from the before, keeps the before-and-after table for existing screens, and accepts an after-only patch for a new screen. The config still validates against CodeRabbit's schema.

A new screen has no before, so the table's before and after layout doesn't apply
to it, as the device evidence check already says.

- Line 26: Update the evidence guidance in AGENTS.md and the Device evidence
check so a screen or state absent from the base branch requires only after
evidence; for locally forced states, require the after build alone when the
state is new. Apply the same criteria in both places so new states on existing
screens are not incorrectly required to have before evidence.
