Update Containers starter to Durable Object scheduling

Description

Updates containers-template so new projects use the durable_object scheduling policy and the direct Durable Object Container API. This follows the examples update in cloudflare/cloudflare-docs#33925 and gives users of C3 and Deploy to Cloudflare matching starter code and configuration.
