gate: dx check fails in generate because bad.vue and bad.mdx both claim target bad #9237

Problem
Scheduled ci.yml run 42363337317 at 974d63a (tracked in #9216) fails here: https://github.com/devhusdk/rules_dx/actions/runs/42363337317/job/128376092821
First cause: vue: javascript/tests/typecheck: target name "bad" is claimed by generated vue_library(bad.vue) and existing mdx_library. Generate also reports cli/cli/Cargo.lock (and cli/ide, cli/update, cli/worktree, quality/adapter, tools/testing) as not wired, and a Maven lock BUILD change.

Fix
Rename one of the two fixtures (and its expected files) so the generated names do not collide. Then wire or exclude the listed Cargo.lock files and apply the Maven BUILD change with dx generate --apply, so dx check passes generate.

With #9295, #9296, #9310 and the #9311 branch applied on main, dx generate --apply still proposes 108 modified and 5 created BUILD files. It drops hand-written content: starlark load() statements and test cases, alwayslink, target_platform, all_crate_deps blocks, rust srcs entries (src/main.rs), an f-sharp lint data entry, and rules_dx python_binary loads. These are further generator bugs, so the bulk apply was not committed. PR #9279 stays as the partial fix.
