Shrinks the comment blocks in .bazelignore, .gitignore and .devcontainer/Dockerfile.prebuilt to one short label line each and drops all issue refs and rationale. Pattern, FROM, ENV and RUN lines are unchanged.
Tested: //tools/ci:bazelisk_pins_test, //.devcontainer:devcontainer_parity_test, //cli/cli:dx_cli_test --test_arg=ignored_by_git, and the ghcr.yml admissibility greps by hand.
