cli: merge dx codegen into dx env - #5262

dx env now collects managed tools, env values and generated source in one Bazel build and selects both sides of the setup. dx codegen is deleted. One doc page, docs/cli/commands/env.md, covers it, including the codegen pairs moved out of generate.md. dx generate stays: it runs Gazelle alone and has diff output, which env and check do not give. dx envruns one Bazel build with the env and codegen aspects and selects both setup sides. With one exact label it also builds the codegen shards that depend on it.dx codegenis deleted (registry, grammar, dispatch, completion, watch, upgrade hints, devcontainer scaffold, CI check).docs/cli/commands/env.md(renamed fromenvironment-codegen.md), now holding the codegen pairs fromgenerate.md.dx generatestays. It runs Gazelle alone and has diff output, which neitherenvnorcheckgive.Tests:
