Part of #6172.
Adds docs/adopting-without-bazel.md, links it from README.md, docs/README.md, docs/BUILD.bazel, BUILD.bazel and the docs site book, and fixes the commands in examples/adopt-polyglot/README.md.
Remaining: the adopt-polyglot nested-Bazel consumer test and the test that every dx command in the guide appears in it. Not run here (nested Bazel). Lock-file wiring is #6183; the guide drops the hand-written stanzas once it lands.
Checks: tools/dx check on //docs/... and //examples/adopt-polyglot/... stopped at generate: python ambiguous import for //examples/adopt-polyglot/pytools:shapes_test, outside this change. Docs site and corpus_markdown tests not run.
