Closes #6181. Part of #6021.

  • -Werror / --warnings-as-errors now come from dx_warnings_as_errors, added to the user's ghcopts (default ["-Wall"]) or elixirc_opts. A user value no longer turns it off.
  • The two opt-outs (split fixture, vendored Credo apps) use treat_warnings_as_errors = False.
  • READMEs and wrapper tests updated.

Tested: //haskell/rules:wrapper_contract_tests, //elixir/rules:all, //elixir/toolchain:all pass. Not run: nested-Bazel consumer tests, and building real Haskell/Elixir targets, so the select() in ghcopts/elixirc_opts is unconfirmed against rules_haskell and rules_elixir. dx check stopped on an unrelated use_repo warning (gotreesitter).
