C#/F# default treat_warnings_as_errors to the dx_warnings_as_errors select when unset. cc_library, cc_binary and cc_test append the treat_warnings_as_errors feature through the same helper (default on, per owner decision). READMEs and wrapper contract tests updated.
Tested: dx test on //csharp/rules/..., //fsharp/rules/..., //cc/rules/... passes (4 pass, 1 skipped). The scoped dx check apply made no changes; its command exit code was 1 with 0 diagnostics in the output I saw. Nested-Bazel and consumer tests were not run.
