Closes #8642

• dx env is now dx sync. It always applies (no --apply, no check mode), selects the setup and refreshes the IDE files; a second run reports it is already selected. dx env is an unknown command.
• dx status hints, devcontainer, ci.yml, init messages, docs (env.md is now sync.md) and tests updated. Starlark @rules_dx//env untouched. --shell=direnv kept.
• Issues rust: pass flycheck --clippy from editor settings and stop writing user_config.json #8366, init: point VS Code lint and format extensions at .dx/local/bin, the root configs and the Go tier #8517, ide: dx env runs rules_rust setup for rust-analyzer instead of copying launchers #8592, init: rust-analyzer settings match rules_rust setup; drop the IDE output bases #8593 updated to say dx sync.

Tests run: //cli/plan:dx_plan_test, //cli/env:dx_env_test pass. //cli/cli:dx_cli_test passes except two environment-dependent tests (watch probe loop, changed_coverage git test) that look unrelated to this change. The existing //cli/adopt:dx_adopt_fmt_test fails on main (launcher.rs formatting). Consumer and nested-Bazel tests were not run.
