fix(candles): forward initial websocket snapshot

Summary

• forward the latest candle from the initial WebSocket snapshot to TradingView
• close the gap between the REST history request and WebSocket subscription
• continue forwarding updates from the last seen candle without replaying older history
• add regression coverage for the initial snapshot and subsequent updates
