Changes

• The Cloudflare Settings section tells operators to block "OFAC Sanctioned countries" with a WAF rule that includes SY. Syria isn't under OFAC sanctions anymore: the US ended the Syria sanctions program on July 1, 2025 (EO 14312), and OFAC removed the Syrian Sanctions Regulations in August 2025. Operators copy this rule as is, so it keeps blocking people in Syria for a reason that no longer applies. This removes the SY condition and leaves the rest of the rule alone.
