getTimeStamp는 고유값으로 쓰는 17자리 TIMESTAMP를 만든다고 하지만 패턴의 시(hh)가 12시간제라, 같은 날 오전과 오후의 같은 시각이 같은 값이 된다. 24시간제(HH)로 바꿨다.

getTimeStamp는 javadoc에 고유값으로 쓰는 17자리 TIMESTAMP를 만든다고 되어 있지만, 패턴yyyyMMddhhmmssSSS의hh가 12시간제라 같은 날 오전과 오후의 같은 시각이 같은 값이 됩니다. 이 값은EgovFileMngUtil에서 업로드 파일의 저장 이름에 쓰입니다.HH로 바꿨습니다.JUnit 테스트 JUnit tests
