Prepare DSH 0.6.1 and reduce duplicate official Host dependencies on Windows with npm --prefer-dedupe. Preserve version/peer constraints, fresh Profiles, the 600-second deadline and all business assertions. Add bounded, allowlisted preparation and install admission diagnostics; synchronize package version and release documentation.

Validation: repair commit a431833 passed all 14 DSH jobs including both Windows Hosts and watch-off. The version delta passed build, typecheck, lint and 13 package tests; final 0.6.1 tarball manifest and README bytes verified. Exact final-head CI is required before merge.

Local cold/partial-cache installs still exceeded 600 seconds; CI success is not a universal performance guarantee. Existing dsh-v0.6.0 stays unchanged. CLI 0.3.0 is already published. No SkillHub application release/deployment. Related: #998.
