Integration qualification for ARSAS without regressions.

Base commit is the exact engine pinned in ARSAS #512, 8b0c0f7e695b016834e40a6f068994dcc945cb1a (PR #157). This line retains the 97 Smart Discovery/DataSet fixes not yet merged into engine main. P10 implementation is the same four-file identity/SCL patch as the separately green mainline-base engine PR #160, transplanted without an interactive rebase; no other engine files changed.

  • Optional trusted-SCL full-domain-set matcher resolves BCUGEF650 to IED BCUGE, LD F650 only when engineering SCL topology uniquely confirms it and endpoint IP (if present) matches.
  • Retains raw MMS domain; exporter updates IED / ConnectedAP / LDevice inst/ldName and FCDA ldInst as one transaction, validating graph and rejecting incomplete or ambiguous evidence.
  • Single-domain MMS without SCL stays provisional; no hardcoded GE/F650 suffix heuristic. Existing OLSF501 and OCR7SJ8 remain stable.
  • Tests are carried intact. No polling, report, capture, or controller changes.

Acceptance: exact-head CI plus consumer pin test, real BCUGE SCL/discovery matching & SCL reopen before merging. No automatic promotion to main or release. Do not replace the locked base with PR #160/main: it would discard 97 commits.

This exact pinned-line PR #161 was integrated by non-force fast-forward into parent PR #157 at 00ad281. Both pre/post-merge checkpoint refs are preserved. Consumer ARSAS PR #513 pinned the same SHA and was integrated into parent PR #512. No mainline merge. See engine PR #157 for handoff.
