CI-P2C: deduplicate Field Capture full regression using canonical exact-SHA evidence #434
Description
Lane ownership
Independent of CI-P2B PR #433 (Mainline Readiness). Modify only .github/workflows/smart-discovery-capture-build.yml, add focused regression test and documentation. Avoid overlapping CI-P2B budget/readiness files.
Objective
Remove redundant Field Capture explicit restore/build/full-app-test steps on PR runs. Consume verified canonical Build ARSAS full regression proof using the existing CI-P2A read-only, fail-closed exact source merge SHA / engine SHA / digest verifier. Preserve independent P0-5c source checks, P0-5d wire-proof synthetic fixtures, pinned-engine contract checks, portable publish/smoke, release artifact identity and baseline R10/field provenance.
Guardrails
- Do not modify runtime, engine, historical proof, producer
build.yml, or CI-P2B PR ci(p2b): reuse canonical ARSAS regression in R10 Mainline Readiness #433. - Keep original workflow name/required check and existing portable artifact contents.
- Do not duplicate/execute a downloaded artifact; only consume validated attestation.
- On manual workflow_dispatch, retain the old local full restore/build/test path; no canonical PR proof available.
- Fail closed if latest matching canonical run is not successful, exact PR merge SHA/engine SHA differs, artifact missing/stale/untrusted, or TRX not fully passing.
- Avoid changing
evidence/ci-workflow-budget.jsonwhile CI-P2B concurrently owns it; document expected -1 restore/build/test after this lane separately.
Acceptance
PR build: P0 guard, canonical Build ARSAS, independent Field Capture wire/source guards, canonical proof reader, portable publish/smoke and all legacy checks PASS. Synthetic CI-focused source guard rejects accidental re-introduction of duplicated PR regression.

The original #434 task requested eliminating redundant PR-only full restore/build/test in Field Capture while keeping P0-5c/5d source and synthetic wire guards, exact-SHA canonical evidence, manual regression fallback and independently validated portable smoke.
This requirement is already satisfied on current
main, with a stronger sealed-package implementation:Promote exact sealed canonical portable, portable smoke, and artifact upload; PR independent .NET publish was skipped. The manual reusable regression job was correctly skipped on the PR, but remains configured forworkflow_dispatch.main7d8d8026; no test authority is weakened.Decision: Close this stale issue as completed by merged #443/#453/#474, not by introducing another overlapping PR. Native Windows COMTRADE acceptance and R10 physical proofs remain independent; no runtime or stacked P7 branch changes.
