Update Bundler to the latest Ruby 3.0-compatible 2.x release

This updates the project’s Bundler usage to a current 2.x release that remains compatible with the gem’s Ruby 3.0 baseline. It also aligns CI so all environments install and run with the same Bundler version.

• Dependency constraint

  • Update the gemspec development dependency from the older Bundler 2.2 range to ~> 2.5.23.

• Workflow consistency

  • Install Bundler 2.5.23 explicitly in GitHub Actions.
  • Run bundle install and bundle exec rspec through that pinned Bundler version.
