LocalizedString: country dimension; ISO 24229 spelling systems - #50

LocalizedString gains the country/locale dimension (ISO 3166), so its language-script-country combination identifies a spelling system as registered under ISO 24229 (written-language conversion systems). The render rule now tracks the view's transitive includes, so model-only changes no longer leave stale committed PNGs.
