FIX: Detect GitHub fine-grained personal access tokens in CredentialLeakScorer (#3235)

Description

CredentialLeakScorer detects credential-shaped tokens in model responses, but its "GitHub Token" pattern in both _DEFAULT_PATTERNS and GARAK_PATTERNS only recognized classic tokens (ghp_, gho_, ghu_, ghs_, ghr_):

Since late 2022, GitHub's default and recommended token format has been Fine-Grained Personal Access Tokens, which begin with github_pat_ followed by an 82-character alphanumeric payload (e.g. github_pat_11AAAAAAA_..., total 93 characters).

This change adds github_pat to the recognized prefix group in both _DEFAULT_PATTERNS and GARAK_PATTERNS:

• Fully backward-compatible: all classic tokens (ghp_, gho_, ghu_, ghs_, ghr_) continue to be detected.
• Zero false positives on natural language and non-token text.

Tests and Documentation

• Updated unit tests in tests/unit/score/regex/test_credential_leak_scorer.py:
  • Added _GH_PAT_TOKEN fixture.
  • Added positive detection case to test_credential_detected.
  • Added dedicated test test_credential_scorer_detects_fine_grained_github_token asserting detection and "GitHub Token" rationale.
  • Added dedicated test test_credential_scorer_garak_patterns_detects_fine_grained_github_token verifying detection under GARAK_PATTERNS.
  • Added negative guard test to test_credential_not_detected.
  • All 76 tests in test_credential_leak_scorer.py passed:
    uv run python -m pytest tests/unit/score/regex/test_credential_leak_scorer.py -v (76 passed in 20.80s)
• Ran ruff check and ruff format --check clean.
