[ecal,tcp-pubsub] Update to 6.1.1 and 2.0.1

Update ecal from 5.13.4#2 to 6.1.1 and its tcp-pubsub dependency from 1.0.3 to 2.0.1. This follows up on #49552 and incorporates the dependency-provider and static-dependency feedback from that PR.

• Adapt the ecal patches to 6.1.1 and use vcpkg dependencies through a CMake dependency provider.
• Disable building/running ecal_generate_config; the SDK uses built-in configuration defaults. Disable the pbftags generator and use the generated headers included upstream.
• Preserve Linux static/shared builds and fix static object inclusion and exported dependencies. Windows ecal remains static, including with the x64-windows triplet.
• Fix Linux packaging of the versioned ecal_process_stub executable and make protobuf component libraries honor static linkage.
