telescope data and submission #357

this will need thinking about. likely the submitted proposal will need to clone the values for the telescope database store for the new submitted proposal id.

I'm going to have to remind myself where the submitted proposals go. if they're just inside our database, then that's fine. if they go off to some external service as well. ill need to rethink all this.
