External reviewer problems

There are a several problems for external reviewers

• They are presented with a button labelled "TAC Management" when it should reference their action to review proposals
• The TAC Management landing page fails to load as its view is restricted.
• The list of cycles may be wrong (I'll double check this)
• The submenu below each cycle shows 'overview' and 'reviews', both of which fail to load. Overview is perhaps unnecessary for reviewers.

Having discussed this, we feel the left hand menu is unnecessary for external reviewers. They only need a list of reviews they've been requested to do (or are composing), and probably a list of reviews they've submitted but can no longer change.

This might be entirely doable in the main panel.
